INVITATION FOR PUBLIC COMMENT

FOR HOME INVESTMENT PARTNERSHIPS FUNDS

NOTICE IS HEREBY GIVEN that Neighborhoods Inc. dba NeighborWorks Lincoln has provided an opportunity for public input concerning an application to the Nebraska Department of Economic Development for a HOME Investment Partnerships (HOME) award. This funding is available for local affordable housing activities.

NeighborWorks Lincoln is requesting $500,000 for the acquisition and/or new construction of four (4) new single-family housing units. Property addresses will be determined at a later time, but each of the (4) homes will be built within the areas identified by the City’s 2018-2023 Strategic Plan as low-to- moderate income areas or neighborhood revitalization strategy areas within Lincoln, Nebraska. These city blocks include the general proximity of US HWY 77 to 56th Street and Interstate 80 to NE HWY 2. Also, the requested amount of funds and estimated total requested from HOME will benefit households earning 80% of the Area Median Income ($64,300 for a family of four). No persons have been or will be displaced upon the completion of this project.

The total estimated cost of the 4-unit project is $1,185,000. HOME funds will provide $500,000, and of this total, $400,000 will be used toward construction costs and $100,000 will be used for Down-Payment Assistance ($25,000 per low-to-moderate income household). The 685,000 in remaining costs of the project will be funded by NeighborWorks Lincoln’s working capital and the City of Lincoln’s Troubled Property Fund.

In response to COVID-19, the CDC recommends social distancing, using remote and telework when possible, and to follow local and state guidelines, effective May 6, 2020 through present day. The City of Lincoln prohibits public gatherings of more than eight individuals. In order to ensure adherence to these guidelines and prevent the spread of COVID-19, the grant will be available for review and comment via the following methods.
